Several strategies exist, for allowing a FM station interactive (that is, for making the station capable of interacting with its listeners).

If the budget is very tight, these can be free webmail accounts. It is, for instance, very easy to go to the www.gmail.com sign up page, and proceed to sign up for Google email from there. Then there is need to broadcast the address hence created as the address through which listeners can be sending comments, song requests and so on.
